今謠傳馬委員不願簽署「保密協議」，無論其是否實情，然是否符合前開「機密核定法定程序」，則非無疑，此其一；且依照前開同法第5條，機密必須最小限度為之，其一到三款，不能「以機密為由，行卸責之實」，以次規避馬君監督，此其二；且經媒體與臉書披露，尚有其他執政黨王姓委員，疑似於臉書洩露其他潛艦訊息？豈能「雙標」？此其三；凡此塞住，絕不能以馬君，拒絕不合法、不合理的「偽機密卸責」，反污衊其賣國。
10、結語：The Scorpion Departs But Never Returns，天蠍號一去不返
話說：史記裡篇幅最大，引入列傳全文者，莫過於司馬遷引用司馬相如辭賦，筆者東施效顰，翻譯一段Phil Ochs的紀念歌曲為結（按：前開天蠍號書本，也引用喬治歐威爾1984名言外，另一則引用此紀念歌曲第三段歌詞）
